Adult Social Care, Health and Housing

We provide advice and information about the range of social care and housing services that may be available to support you as an individual or as a family (if you are over 18). We also provide a range of welfare payments to help customers to afford to pay for their home, pay their council tax or to help them deal with financial hardship or a crisis.

We can also offer you an assessment to help us to determine whether you are eligible for any support that can be provided. If you are not eligible for adult social care, we will give you information about other ways and other organisations that you may be able to get help from. If you are eligible you are likely to be offered a direct payment and help to develop a support plan that meets your needs. If you are not eligible for immediate help with your housing we will advise you of your housing options and help you realise the option you choose.

The focus of a support plan is to help you to manage your health and well-being and help you to remain as independent as possible in your own your home.

You may need support during a time of ‘crisis’ or for a longer period, depending on the circumstances.

Social Care services are arranged in the following areas for individuals and/or their families:

  • People affected by HIV/Aids
  • People with mental health needs
  • People who misuse substances
  • People with Long Term Conditions

Gill Vickers is the Director. The Director reports directly to the Chief Executive and is responsible for local authority social services for adults, housing and public health.

The Director's responsibilities cover accountability for assessing local needs and ensuring availability and delivery of a full range of adult social services.

Gill has four Deputies:

Mira Haynes, Chief Officer - Adult Social Care, has responsibility for services for:

  • Older People and people who have long term health conditions
  • People needing crisis support at home and Reablement
  • People with a learning disability
  • People with an autistic spectrum disorder
  • People with mental health needs, including older adults
  • An out of hours Emergency Duty Service
  • Safeguarding Adults, including lead responsibility for the implementation of the Mental Capacity Act and Deprivation of Liberty Safeguards
  • Caldicott Guardian
  • Direct Payments
  • Blue Badge Scheme
Mira also leads on developments for Carers, and is the nominated responsible individual for Council’s Registered Services.

Neil Haddock, Chief Officer - Commissioning and Resources, has responsibility for the following services:
  • Commissioning and Contracting
  • People needing support with Drug and Alcohol problems
  • Finance
  • Human Resources
  • Information Technology
  • Performance Management
Simon Hendey, Chief Officer - Housing, has responsibility for services for:
  • Providing housing advice
  • Preventing homelessness and the provision of accommodation for homeless households
  • Managing the Council's housing register for those seeking affordable housing
  • Advertising affordable housing via BFC My choice and making nominations for affordable housing
  • Enabling affordable housing development
  • Enabling households to buy a home with help from the Council
  • Administering and paying housing and council tax benefit and discretionary housing payments
  • Forest Care emergency lifeline service and out of hours calls monitoring
Lisa McNally, Consultant in Public Health, has responsibility for services for:
  • Smoking Cessation services
  • Weight Management services
  • NHS Health Check Programme
  • Sexual Health Services
  • Physical Activity Programme
  • Falls Prevention Programme
  • School Nursing Services
  • Health Visiting Services
  • Children’s Mental Health & Counselling
