Amen Corner Area Action Plan Development Plan Document

Background

The Amen Corner Area Action Plan (AAP) is a development plan document, which the Council is producing. It will identify the type and level of development for the site, the distribution and layout of uses across the site and the measures needed to support the development.

The Amen Corner AAP will build on the principle of development as set out in Policy CS4 of the Core Strategy. Policy CS4 identifies Amen Corner as a broad location for a future mixed use development.

Publication of Draft Submission Stage

The AAP has been through the Issues and Options and Preferred Options stages during 2007 and 2008. The Amen Corner Area Action Plan Draft Submission Report and Draft Submission Proposals Map was published for a six-week period until 23 March 2009 and formal representations on its soundness were invited. Please note that the publication period is now closed and late respesentations will not be considered or passed to the Planning Inspectorate when the Amen Corner Area action Plan is formally submitted in June 2009.

Amen Corner Area Action PlanThe Amen Corner Area Action Plan Draft Submission Report was prepared following previous consultations in 2007 and 2008. The draft submission report sets out the policies and proposals to enable the redevelopment of the Amen Corner area between 2011 and 2018. This report comprises:

  • 12 policies relating to:
    • The construction of 725 new dwellings.
    • The construction of a primary school.
    • Providing open space, trees, hedgerows and other biodiversity.
    • Measures to mitigate the impact of the development upon the Thames Basin Heaths Special Protection Area.
    • Measures to mitigate contaminated land and other pollution sources.
    • The construction of a Local Centre.
    • The construction of 35,000 sqm. of leisure and employment space.
    • The provision of public transport, pedestrian and cycleways.
    • The provision of new access points and a spine road through the site.
  • a Concept Masterplan;
  • an Implementation and Phasing Plan;
  • a Housing Trajectory; and,
  • a Monitoring Framework.

All the above have been produced in accordance with the prescribed procedures, evidence, dialogue with key stakeholders and in response to consultation at the earlier Issue and Options and Preferred Options stages.

The Draft Submission Proposals Map shows the proposed changes to the area in map form.

2. The Final Sustainability Appraisal Report (ACL25)

The Final Sustainability Appraisal Report was also consulted upon and was used to help prepare the Amen Corner Area Action Plan Draft Submission Report to ensure that the policies contribute to sustainable development. A non-technical summary was also produced (ACL26).

All duly made representations on the Amen Corner Area Action Plan Draft Submission Report and Draft Submission Proposals Map will be submitted to the Secretary of State in June 2009. The documents will be examined by an Inspector who will check that we have prepared the area action plan legally and will test whether it is ‘sound’. In this context the Inspector will consider whether the documents are justified, effective and in accordance with national policy.

Some representations may be heard at an Examination hearing (the representation form asks you to indicate whether you want to speak to the Inspector at the Examination). Further guidance on the examination process can be found on the Planning Inspectorate website.

Following the examination, the Inspector will produce a binding report with recommendations for the Council. The Council must make the recommended changes when the Amen Corner Area Action Plan is adopted.
