Houses in Multiple Occupation - Licences
New regulations have applied to all HMOs since 6 April 2006. These require certain standards of accommodation to be met as well as a decent standard of management.
Landlords and property managing agents who let houses in multiple occupation (HMOs) need to apply for a new licence where the property has at least three floors and five or more tenants who do not form the same household. It is part of a nationwide drive to improve standards in private rented accommodation.
To grant a licence the council must be satisfied that:
- The proposed licence holder, landlord or managing agent are fit and proper people
- Properties and tenancies are managed appropriately
- The accommodation meets all minimum standards such as sufficient number of toilets, kitchens and bathrooms for the number of residents
Conditions may be attached to the licence which requires the landlord to bring the property up to the required standard.
