Bracknell Forest Borough Local Plan

Popes MeadowThe Bracknell Forest Borough Local Plan sets out the detailed framework for the Borough Council’s land use, transport, economic and environmental policies. It is used to guide development and safeguard our environment. It is a very important document as generally applications for planning permission are determined in accordance with its policies and provisions. It can be downloaded from the right-hand side of this page. Alternatively, you can look at it on the Planning Portal website. The Local Plan was adopted in January 2002 and covers the period 1991–2006. We need to review the Plan to ensure that it remains up to date.

Saved Policies
A number of policies and proposals in the Bracknell Forest Borough Local Plan have been saved by the Direction of the Secretary of State under paragraph 1(3) of Schedule 8 to the Planning and Compulsory Purchase Act 2004. The policies and proposals that the Secretary of State has not saved in the Direction expired on 27 September 2007 and are therefore no longer a material consideration as part of the statutory Development Plan.

Further update: Since 27 September 2007, the Council has adopted the Core Strategy DPD. Table 3 shows the local plan policies that have been replaced by the Core Strategy Development Plan Document as of 7 February 2008. Table 3 (page 4) also lists the appropriate replacement Core Strategy policies.

Proposals and Maps
Please use the link in the related areas section on the right-hand side of this page to see an updated version of the Bracknell Forest Borough Proposals Map. The Map has been adopted and comprises designations relating to:

  1. Policies in the Core Strategy Development Plan Document (February 2008); and,
  2. Policies in the Bracknell Forest Borough Local Plan (January 2002)*.

*some policies in the Bracknell Forest Borough Local Plan are no longer a material consideration as part of the Development Plan for the following reasons:

  1. Some have not been saved by the Secretary of State beyond 27 September 2007; and,
  2. Some have been replaced by policies in the Core Strategy Development Plan Document as of 7 February 2008.

Local Plan Alteration - Amen Corner
At the time of adoption of the Local Plan the Amen Corner area was left as a void within the plan, on the advice of the Local Plan Inspector. Since this time the area has had no local plan policy coverage, making it extremely hard for planning decisions to be made.

It was anticipated that this void would be dealt with through the production of a planning brief for the area. However, attempts to do this were affected by planning case law and strategic objections from national bodies regarding the level of development proposed for this area by the brief. Therefore the Borough at its Council meeting of 28 July 2004 agreed that a Local Plan Alteration be placed on Deposit to begin the process of providing planning policy for this area.

The Alteration has now been through the appropriate processes, with all objections to the Alteration heard by a Local Plan Inspector. The Borough Council received the Inspector’s report in August 2005. The Inspector wholly agreed with the Alteration and requested no modifications to the plan put forward by the Borough Council.

The Borough Council adopted the Local Plan Alteration on the 30 November 2005. It now forms part of the development plan and will be used in planning decisions affecting this area. Policies affecting the Amen Corner area can be seen on the map available to download on the right.

Berkshire Structure Plan 2001–2016
A Local Plan details the planning policies affecting a Borough or District Council area. A Structure Plan affects a county-wide area and provides a broader strategy for managing development locally. A Structure Plan comprises a written statement, setting out the strategic planning policies, and a key diagram, illustrating the main spatial features of the Plan.

The Berkshire Structure Plan 2001–2016 has been prepared by the six unitary authorities that make up the former County of Berkshire and was adopted by the Secretary of State on 15 July 2005.

The structure plan is available to download along with further information from the Berkshire Joint Strategic Planning Unit website.
