Development Management Development Plan Document
Background
Previously, the council’s work programme had included production of a Development Management Development Plan Document - Housing and Commercial Policies and Sites. This document was to contain detailed policies to guide the management and delivery of future retail and employment development in the borough, and to allocate sites for these uses. Consultation on an issues and options document took place in February and March 2008.
Regional Spatial Strategy and site allocations
However, on publication of the Regional Spatial Strategy (the South East Plan) which allocated some 2,000 additional housing to the borough, the council decided to prioritise the preparation of a development plan document (DPD) dealing specifically with site allocations. Work on this document has now reached an advanced stage. Work on generic development management policies would then have been taken forward, subsequent to the Site Allocations DPD, in a Development Management DPD.
Changes to the planning system
Since then, changes to the planning system that are proposed by the Localism Bill have meant the council’s programme for preparation of development plan documents has been amended.
Following adoption of the Site Allocations DPD, preparation of the Development Management DPD will be consolidated within an overarching review of the Core Strategy. This will begin in March 2012. Evidence collected previously (including from the above consultations) for the Development Management DPD will be used to inform the preparation for review of the Core Strategy.
The Core Strategy review will:
- Provide a spatial framework for the borough beyond 2026
- Establish and enable delivery of the housing target for the plan period
- Allocate strategic sites where necessary to achieve the housing target and
- Provide policies for development management purposes.
