The Bracknell Forest Borough Local Development Framework is monitored through a variety of documents.
Annual Monitoring Report (AMR)
The AMR is currently produced on an annual basis and looks at the period 1 April to 31 March each year. In March 2011, the government announced by letter dated 30 March 2011 that it had withdrawn its formal guidance on AMRs. This means that councils now have much greater freedom to decide what to include in their monitoring reports. Provisions in the Localism Act 2011 also have implications for the timing of the production of future reports.
The current AMR continues to identify key issues facing the council and provides some contextual data. It also tracks the progress of development plan documents against the timetable set out in the Local Development Scheme and provides details of the performance of housing, employment and environment and waste policies against a series of indicators. This information can be used to identify areas where adjustments and revisions may need to be made.
Housing and employment commitments
Surveys of housing and employment commitments have been produced annually since 1976. Between 1976 and 1998 they were produced by Berkshire County Council, and from 1999 to 2010 by the Joint Strategic Planning Unit (JSPU). The most recent document covering the period 1 April 2010 to 31 March 2011 was compiled by the council.
Due to the need for updated data upon which to base the Draft Submission Site Allocations Development Plan Document, a six-month review was also carried out of housing commitments at 30 September 2011.
