Monitoring has an important role to play in the new planning system. The Planning and Compulsory Purchase Act 2004 (Section 35) requires every local planning authority to produce an annual monitoring report. This is to look at:

  • Progress in meeting Local Development Scheme targets and milestones.
  • Progress in meeting policies and related targets in the Development Plan Documents.

If the timescales set out in the Local Development Scheme are not being met or problems are identified in the implementation of policies and the achievement of objectives, these are to be discussed further in the report.

The Annual Monitoring Report looks at the period 1 April – 31 March and has to be submitted to the Secretary of State by the end of the following December each year. The third report has now been produced and was submitted to the Secretary of State via the Government Office for the South East, in December 2007.

As the third report focuses on the period 1 April 2006-31 March 2007 it looks at the objectives and ‘saved’ policies in the adopted plans that comprised the development plan during that period. Whilst work was progressing on the Bracknell Forest Borough Local Development Framework (particularly the Core Strategy) over that period, the ‘saved’ policies in the Bracknell Forest Borough Local Plan were still applicable. In future years, as the new Development Plan Documents are adopted, these ‘saved’ policies will gradually be replaced by new policies and a new monitoring framework.

A Joint Minerals and Waste Annual Monitoring Report has been produced in view of the fact that the six unitary authorities in Berkshire have decided to produce a Joint Minerals and Waste Local Development Framework. This report can be viewed on the  Joint Strategic Planning Unit’s website and should be read alongside the Bracknell Forest report.
