The consultation on the Thames Basin Heaths Special Protection Area Avoidance and Mitigation Supplementary Planning Document (SPD) Consultation Draft has finished. Thank you for your comments. The Council will now consider all comments made in preparation of the final version of the document.

The SPD Consultation Draft provides guidance to the construction industry, environmental interest groups, the Council and the public on how the impacts of new residential developments on the Thames Basin Heaths Special Protection Area (SPA) should be avoided and mitigated. This document also provides information on the necessary planning obligations needed to ensure that new development does not adversely affect the SPA. On adoption, it will replace the Technical Background Document and chapter 11 and appendix C of the Limiting the Impact of Development SPD.

This SPD consultation draft has been prepared in order to define what the Council considers to be the relevant best practice standards, as this provides a flexible way of ensuring standards and requirements are up to date. It provides interpretation of policies within the Core Strategy and the South East Plan and is consistent with national and regional policy. The SPD consultation draft is designed to help developers ensure that their proposals are in line with Core Strategy Policy CS14 and South East Plan Policy NRM6.

Next stages

All comments received in this consultation will be used in the production of the final version of the SPD which is due to be adopted in March 2010.

About the SPA

Heather on Wildmoor HeathThe Thames Basin Heaths Special Protection Area (SPA) is a network of heathland sites, which are designated for their ability to provide a habitat for the internationally important bird species of woodlark, nightjar and Dartford warbler. This area is protected by the Habitats Directive (EC Directive 92/43/EEC on the Conservation of Natural and Semi-Natural Habitats and of Wild Fauna and Flora) and the Habitats Regulations (The Conservation (Natural Habitats &c.) Regulations 1994). Under these Regulations Bracknell Forest Borough Council has a duty to assess whether there is a risk of any plan or proposal having a significant impact on the integrity of the SPA.

The Council has formed the view, after receiving advice from Natural England (the government agency responsible for the promotion of wildlife), that there is a risk that any proposal for residential development of at least one net additional dwelling within 5km of the SPA boundary is likely to have a significant effect. A large proportion of Bracknell Forest Borough lies within 5km of the Thames Basin Heaths Special Protection Area. A map of this area can be downloaded from the ‘Downloads’ section to the right-hand side of this page. A particular concern raised by Natural England is that new housing development may have an adverse effect on the SPA; for example an increase in recreational activity and dog walking may disturb the ground-nesting birds or there could be predation by cats from new houses sited close to the SPA.
