Traffic Monitoring
Jacobs UK Ltd was commissioned in April 2008 by Bracknell Forest Borough Council (BFBC) to undertake a review of the current number of rail passengers, traffic volumes, bus patronage, and pedestrian and cycling movement within the Borough.
The objective of this report is to establish changes in the level of travel and traffic flow and compare this to the targets set out in the Bracknell Forest Borough Local Transport Plan 2006 – 2011. Data is provided in this report for inclusion into the Bracknell Forest Borough Annual Progress Report (APR) 2008.
The Local Transport Plan (LTP) for the period 2006 – 2011 sets clear targets and the Borough will be judged by DfT against these targets. The Borough’s aim is to increase cyclist numbers and to reduce daily traffic flows. To assess whether the Borough is currently meeting these targets, a baseline year of 2003/4 will be used, with a horizon year of 2010/11. The baseline year corresponds to data collected in 2004 for this report.
In compliance with LTP Guidance, levels of rail, bus, cycle and pedestrian modes have been monitored in the Borough. The monitoring of traffic flows on the network has been ongoing since 1992. The Road Traffic Reduction Act 1997 requires local authorities to produce an assessment of existing levels of local road traffic and regularly monitor traffic levels against targets for traffic reduction.
