Environment, Culture and Communities

The Environment, Culture and Communities (ECC) department, amongst other things, helps:

  • promote the sustainable development of the area through widely-consulted planning and transport policies
  • encourage participation and enjoyment of sports
  • people to gain access to information via its network of libraries
  • look after our well being by inspecting food premises

Director

The Director of ECC is Vincent Paliczka. The Director reports directly to the Chief Executive and is responsible for delivering services that ensure Bracknell Forest is a clean, safe, healthy and attractive place to live.

The Director manages a revenue budget of £51m with income of £18m, with direct services delivered through 586 staff. In addition to direct services, many others are delivered through contracts with the private sector, voluntary and charitable agencies.

The Director manages the following divisions led by 2 Chief Officers and 1 Head of Service:

Environment and Public Protection

This division is responsible for:

  • trading standards and environmental health
  • licensing
  • highway maintenance
  • car parks
  • waste collection, street cleansing and landscaping
  • cemetery and crematorium

Leisure and Culture

This division is responsible for:

  • sports, leisure and golf facilities
  • arts and heritage
  • Coral Reef, The Look Out and Easthampstead Park Conference Centre
  • libraries and archives

Planning, Transport and Countryside

This division is responsible for:

  • development management
  • planning and transport policies
  • building control and dangerous structures
  • highway safety and traffic management
  • climate change
  • parks, countryside and play areas

Performance and Resources

This division is responsible for:

  • human resources
  • finance
  • ICT
  • e+ smartcard
  • administration and support
  • performance management and service planning
