Flood risk management
Under the Flood and Water Management Act (2010) Bracknell Forest Council became a lead local flood authority. This means we are now responsible for managing flood risk. Our duties are listed below.
Develop, maintain, apply and monitor a local flood risk management strategy
- an assessment of local flood risk
- objectives for managing flood risk
- measures to achieve these objectives
This three-year strategy also provides information on how we will work with other risk management authorities. Our local strategy must be consistent with the national flood risk management strategy.

We have also produced a preliminary flood risk assessment. This was required by the Flood Risk Regulations (2009) and identifies high level flood risk within the borough. This assessment is a county-wide analysis that considers past flooding and possible future flooding.
In addition there is a strategic flood risk assessment used for planning purposes:
Maintain a register and record of structures and features
We have created a register of structures and features which are likely to have a significant impact on flood risk. This includes structures such as walls or culverts.

Designation of features considered to be important for flood risk management
We have powers to designate structures that affect flooding in order to safeguard assets that are relied upon for flood risk management. Once a feature is designated, the owner must seek consent from Bracknell council to alter, remove or replace it.
Defra has produced a guidance note on the designation of features.
Investigate and report on significant floods
We will investigate significant floods in the borough and the results of the investigation must be published. We will formally investigate where there is:
- a risk to life as a result of flooding
- internal flooding of one property experienced on more than one occasion
- internal flooding of two properties or more during one flood incident
- flooding of critical local infrastructure such as major or principal routes
- ambiguity surrounding the source or responsibility of a flood incident
Please note that internal flooding does not include the flooding of gardens and garages, only properties where internal flooding is above threshold level.
We may also investigate and record smaller flooding incidents internally but we are not required to publish the findings of such events.
Establish an approving body for sustainable drainage systems (SuDs)
The approving body for SuDS will have responsibility for the approval of proposed drainage systems in new developments and redevelopments subject to exemptions and thresholds. Developers must obtain approval before construction starts.
The requirements for the approving bodies have not yet been implemented and the Department for Environment, Food and Rural Affairs is developing national standards.
