CADIS (Community Nuisance and Disorder Information System)

What is it?

The Community Nuisance and Disorder Information System (CADIS) was inaugurated in 2003 to record, identify and analyse anti-social behaviour across the borough.

The information collated in CADIS has evolved into a comprehensive database which has been specified and developed for Bracknell Forest Council. This data can be used to:

  • Extract information on community nuisance and disorder
  • Analyse the data and map it for use as a problem-solving tool
  • Assist partnership agencies in developing collaborative strategies to address nuisance behaviour.

Why do it?

Anti-social behaviour is one of the key priorities of the local community. Prior to the use of CADIS, information on anti-social behaviour reported to the police that was not recorded as crime, was largely not analysed. CADIS seeks to redress this and, with the inclusion of data from other partners in the Crime and Disorder Reduction Partnership (CDRP) such as the fire service, ambulance service and local council, gives a comprehensive picture of anti-social behaviour across the borough.

Anti-social behaviour recorded on CADIS fell by 7.8% in 2007/8 and by 15.2% in 2008/9. Some of the contributing factors to the continued reduction are the success of the police organised Operation LionCub, the use of Police Community Support Officers and the various sub-groups of the CDRP which are pro-actively involved in identifying and actioning anti-social behaviour.

CADIS is a major contributor to the activities of the relevant CDRP sub-groups and is used by them to identify trends, hotspots and areas on which to focus.

As part of the Neighbourhood management strategy, the Neighbourhood Forums raise a range of anti-social behaviour issues. CADIS can be used to analyse anti-social behaviour and to help identify strategic solutions.

What does it contain?

Data on anti-social behaviour is current provided by:

  • Thames Valley Police (from their Command and Control system)
  • Bracknell Forest Council departments
    • Environmental Health
    • Street Care
    • Rangers
  • Bracknell Forest Homes
  • Town and Parish councils
  • Royal Berkshire Fire and Rescue Service
  • Royal Berkshire Ambulance Trust

Each record within the CADIS database represents a reported incident.

Information included for each incident can be date, time, location, police unique reference number (URN), detail of incident, geographic mapping reference, ward, neighbourhood, cost, council officer involved and source of report.

CADIS records over 100 different types of anti-social behaviour. These have been split into those which are considered to have more of an impact and to be of more concern to residents of Bracknell Forest (Level 2) and those which are of low impact to the general public (Level 1).

Examples of Level 1 activities are enquiries about hoax calls to emergency services, smoke from bonfires, suspicious behaviour.

What information can I see?

PDF CADIS Statistics (245kb) are now available and give statistics for 2008/9 and current trend analysis.

More detailed reports and maps are available to partners within the CDRP. For example:

  • All incidents of harassment involving licensed premises during 2009/10;
  • Any incidents of dangerous driving on a particular street;
  • Any suspicious behaviour or needle finds around suspected drug houses in the last 3 months;
  • Comparison of dumped rubbish and fly tipping incidents between 2007/8 and 2008/9;
  • All vandalism incidents occurring over weekends in a particular neighbourhood;
  • Any parking problems around a redevelopment area;
  • Graffiti reports in a named ward;
  • Comparison of locations of deliberate fires with those of dumped rubbish incidents;
  • Demographic statistics for a particular period.
