If you run an establishment for special treatments you may require a licence for your premises.
Special treatments include:
- cosmetic piercing
- semi-permanent skin colouring

The fee for a special treatments premises registration is £226.
Your application may be refused for one of the following reasons:
- the premises are not suitable
- there is a likelihood of nuisance being caused in the area
- the people giving the treatments are not suitably qualified
- the safety of equipment is not satisfactory
- there is a question as to the safety of the treatment being given
What the law says
The relevant legislation is Local Government (Miscellaneous Provisions) Act 1982 (c. 30).
You need to submit details of your qualifications and/or experience and public liability insurance certificate with the application.
When we receive your application, we may arrange for an inspection of the premises by an authorised officer of the council.
Before granting a registration we will consider the findings of this inspection and consider your suitability and that of the premises.
How long will it take to process my application?
We aim to process your application within 28 days of receiving it. Please contact us if you have not heard from us by the end of this period.
How to appeal
Please contact us first. There is no formal right of appeal to a magistrate's court or Crown Court in respect of a refusal to grant a special treatment premises registration.

If you want to complain that a special treatments premises is causing a nuisance, or if you believe that there has been a breach of licence conditions, please contact us so we can investigate.
