This council plan overview report sets out an overview of the council’s performance for the third quarter of 2023 to 2024 (October to December 2023).
It's purpose is to provide the Executive with a high-level summary of key achievements against the Council Plan. It highlights areas where performance did not match targets or expectations. It also highlights any remedial action that is being taken.
Note that this report reflects the outgoing Council Plan. Reporting on the 2023 to 2027 Council Plan will start in quarter 1 (April to June) 2024.

Actions status
At the end of the third quarter there were 104 actions reported.
26 are complete (25%).
Of the 78 actions in progress:
- 62 actions are green (79%)
- 14 actions are amber (18%)
- 2 actions are red (3%)

Performance indicators
This report includes performance indicators across the council for each of the strategic themes. The majority of these were established at the start of the council plan period in 2019. However, many are no longer relevant to measuring effective performance.
For quarter 3, there were 48 indicators presented. The status for the key indicators from the Council Plan in the third quarter is:
- 30 indicators (63%) are green
- 2 indicators (4%) are amber
- 4 indicators (8%) are red
12 indicators (25%) have no target set as they are for monitoring only. There is 1 annual indicator under Education and Skills that became due and is included in this quarter 3 report. It was not included in the quarter 2 report.
The full suite of performance indicators is currently under review. This is part of the development of service plans to support the delivery of the 2023 to 2027 Council Plan.
