Planning and building control review

The purpose of this review is to provide savings within our planning policy, development management, technical support, building control and land charges services.

It means streamlining customer processes, capturing the right levels of fee income, retaining high levels of performance for our service users and residents, and continuing to provide a plan-led approach to development in the borough to aid growth.

It includes finding ways to provide these services differently which are customer focused, as efficient as possible and provide an appropriate level of service which will be identified during the review process. The 5 functions are all statutory services which the council is required to provide.

Key milestones

We have now completed the first ‘Analyse’ phase of this review and formulated a number of recommendations. A Gateway Review was held in September 2017 and the members supported these recommendations be taken forward in the next phase of the review.

The next stage is the plan phase. In this phase we will be focussing mainly on redesigning the service to ensure that our processes are as customer focussed and digital as possible, we will also be pursuing a number of income generation opportunities to help to fund the service that we provide to our residents.

A further Gateway Review will be held in early 2018 where we will seek support from the elected members to fully implement these initiatives and provide feedback on the level of savings that we believe we can achieve as a result.
