Protect the borough’s character by appropriate development and care for the natural environment through positive environment, transport, waste and planning policies.

Measures of success

The key measures of success are that:

  • an up to date local plan is in place which provides for economic growth and protects important open spaces
  • the right levels and type of housing are both approved and delivered
  • appropriate infrastructure development is completed to support housing growth including; Warfield Link Road, Coral Reef Junction, Jennetts Park, town centre
  • Neighbourhood Plans and Community Infrastructure Levy (CIL) are in place to support local community facilities and other infrastructure
  • development plans provide sufficient open space
  • resident satisfaction levels with parks and open spaces is maintained
  • cleanliness of the borough is maintained to defined environmental standards
  • the cost of waste disposal, supported by a recycling rewards scheme is reduced

Performance indicators

The performance indicators are the:

  • number of houses given planning permission
  • planning permissions granted for additional dwellings not yet implemented
  • level of satisfaction with parks and open spaces
  • percentage of household waste sent for reuse, recycling and composting
  • percentage of municipal waste that goes to landfill
  • percentage of planning applications determined within timescales
  • percentage of successful planning appeals
  • percentage of principal roads and non-principal classified roads where maintenance should be considered
  • income from CIL receipts
  • number of residents subscribing to the recycling reward scheme
  • number of household nights in bed & breakfast
  • percentage of homeless/potentially homeless customers helped to keep their home or find another one
  • affordable housing supply
  • time taken to process housing benefit or council tax benefit new claims and change events
  • number of families that have been in non self contained accommodation (bed & breakfast) for over 6 weeks at the quarter end - new for 2017/18
  • number of families that have been in non self contained accommodation (non bed & breakfast) for over 6 weeks at the quarter end - new for 2017/18
