Addendum to Bracknell Forest Adult Safeguarding policy

1. Introduction

1.1 This addendum provides information which is relevant to Bracknell Open Learning Centre and all community learning provision held in other venues. It should be read in conjunction with the Bracknell Forest Adult Safeguarding policy

2. Accountability

2.1 Our nominated lead officer for safeguarding in Bracknell Open Learning Centre is Sue Carpenter, Open Learning Centre Coordinator.

There are 2 deputies, Jacqui Wakeling, Community Learning Coordinator, and Georgina Hayward Community and Continuing Education Officer.

Jacqui Wakeling is also our nominated lead officer for safeguarding at venues other than Bracknell Open Learning Centre.

Georgina Hayward is our nominated lead for safeguarding in sub-contracted provision.

There is one safeguarding log to record all incidents, which is kept by the safeguarding officer for the Open Learning Centre but is accessible to all key staff.

3. Scope

Prevent

Bracknell Forest Council has a separate Prevent policy and the safeguarding lead officer and reporting procedures include any suspected terrorism or radicalisation activities.

Safeguarding children and young people

Bracknell Forest Council has a separate safeguarding policy and this addendum is not intended to replace this. Any incidents or concerns about children will be covered by the council’s policy and reporting procedures. When working in places like schools, children’s centre’s and libraries, tutors will adhere to the organisation's own policy and report incidents to the organisation's safeguarding officer, as well as through community learning.

4. Procedures for safer recruitment

All tutors directly employed have DBS checks to the maximum level allowed by law and a safer recruitment process. This includes:

  • a safeguarding statement on all adverts
  • a fuller safeguarding statement in all application packs
  • responsibility for safeguarding in job descriptions
  • a commitment to safeguarding in person specifications
  • questions asked about safeguarding in interviews and interviewers satisfied with answers
  • the process that tutors do not start employment until references are received or a satisfactory risk assessment is in place
  • the process that staff must fill in an online induction of both safeguarding and prevent modules

This policy is reviewed on an annual basis.

Appendix - reporting a concern

Bracknell Open Learning Centre

Reports to: Centre Coordinator, Sue Carpenter, 01344 354385.

Incidents that occur or concerns which arise in the centre will be reported to the safeguarding officer who will instigate paperwork and escalate as required.

Schools and children's centres

Reports to: Learning Coordinator, Jacqui Wakeling, 01344 354222.

The community learning contact (usually the tutor) will report incidents or concerns to the school or children’s centre safeguarding officer in line with their safeguarding policy.

It will also be reported to the learning coordinator, who will inform the centre safeguarding officer for escalation if required.

Subcontractors

Reports to: Community and Continuing Education Manager, Georgina Hayward, 01344 354224.

The community learning contact (usually the tutor) will report incidents or concerns to their safeguarding officer in line with their safeguarding policy.

It will also be reported to the community and continuing education manager who will inform the centre safeguarding officer for escalation if required.

Libraries, community centres and clubs

Reports to: Learning Coordinator, Jacqui Wakeling, 01344 354222.

The community learning contact (usually the tutor) will report incidents or concerns to their safeguarding officer in line with their safeguarding policy.

It will also be reported to the learning coordinator, who will inform the centre safeguarding officer for escalation if required.

Where there is no safeguarding officer, the incident should be reported immediately to the community learning safeguarding officer who will escalate through the centre safeguarding officer if required.
