Who can register?
Either parent may register if married, or in a civil partnership, to each other at the time of the stillbirth.
If the parents are not married or in a civil partnership to each other, the mother may register the stillbirth.
If the parents were not married or registered civil partners with each other at the time of the stillbirth, the second parent's details can only be entered in the register in the following circumstances:
- both the mother and the second parent attend the register office
- if the second parent is unable to attend, they must make a statutory declaration acknowledging their parentage, which should be given to the registrar
- if the mother is unable to attend with the second parent, she must make a statutory declaration acknowledging the parentage, which the second parent should produce
