All-Age Exploitation Strategy and action plan
Exploitation causes profound harm to individuals, families and communities.
It negatively affects people’s safety, dignity and opportunities. The biggest impact is on those who are already vulnerable.
We have a clear responsibility to prevent exploitation wherever possible. We must protect those at risk and make sure that people who have experienced exploitation are supported to recover and thrive.
This All-Age Exploitation Strategy 2026 to 2031, together with the action plan, sets out how the Community Safety Partnership and the Safeguarding Board will meet that responsibility over the next 5 years.

Child exploitation
Exploitation can take many forms and affects people of all ages. However, children and young people can be particularly vulnerable to grooming, coercion and manipulation.
Child exploitation can be difficult to recognise, making early awareness and intervention essential.
Understanding the signs, knowing how to respond to concerns, and working together across communities can help prevent harm. Together, we can make sure that children and young people receive the support and protection they need.
