The Town and Country Planning (Brownfield Land Register) Regulations 2017 place a responsibility on the council to prepare and maintain a register of brownfield sites.
'Brownfield' site are those sites meeting the definition of 'Previously Developed Land' in Annex 2 of the National Planning Policy Framework.
The regulations state that the council's register must be published by 31 December 2023 and that the register must be in 2 parts.
Part 1
Sites that are 'suitable', 'available', and 'achievable' for housing led development.
Part 2
Sites that have been granted 'permission in principle'. These involve sites where the fundamental principle of development on a site has been accepted. The land owner or developer subsequently has to apply for 'technical details consent' before any development can start.
There are currently no sites included in Part 2 of the brownfield register as the council does not consider there to be any sites suitable for the grant of ‘permission in principle’.
