Hayley Green Masterplan

The Warfield Neighbourhood Plan was 'made' by Bracknell Forest Council on 21 December 2022.

It forms part of the Development Plan and is used to make decisions on planning applications for Warfield Parish.

Policy WNP2 of the Neighbourhood Plan allocates a 14.62 hectare site at Hayley Green for a mixed-use development of about 235 homes.

The policy states that before submitting a planning application for any part of the site, the developer(s) must prepare a masterplan. It must be submitted to and agreed with the local planning authority. It should also meet the requirements of policy WNP2 and other relevant development plan policies.

Once the local planning authority agrees the masterplan, it will be an important material consideration in deciding any future planning applications.

About masterplans

A masterplan is a detailed planning document that outlines the design vision for a site.

It includes various parameter plans that provide information on aspects such as:

  • land use
  • transportation
  • green spaces

These plans outline the site's limits and possibilities. They provide a structured framework for detailed design.

Once a masterplan is approved, it becomes an important consideration in planning decisions. However, future planning applications will include technical information that is more detailed and technical. This may lead to changes away from original masterplan.

Hayley Green Masterplan

On 18 October 2024, the council approved the Hayley Green Masterplan document.

This approval took into consideration:

  • the Neighbourhood Plan
  • other development plans
  • national policies
  • available technical evidence

The approved masterplan sets the parameters and design principles for future development of the site. It will be a key consideration in assessing any future planning applications.
