More information
Sandhurst Town Council, as the ‘qualifying body’, has prepared a Neighbourhood Development Plan for its area with the help of the local community. The plan sets out objectives for the future and contains planning policies to guide the development and use of land in Sandhurst.
Sandhurst Town Council has submitted its proposed Neighbourhood Plan to Bracknell Forest Council. Since it complies with relevant legal requirements, it is now subject to public consultation. Following this it will be examined by an independent examiner.
Comments submitted during the consultation period will be sent to the independent examiner.
Read the plan
You can read the submission version of the Neighbourhood Plan and supporting documents online on our consultation portal.
Hard copies of the Neighbourhood Plan are available during normal opening hours at:
Basic conditions
The examiner is only testing whether the plan meets the 'basic conditions' and other relevant legal requirements.
You can read a guide to the basic conditions.

Pre-submission consultation
Sandhurst Town Council undertook a pre-submission (Regulation 14) consultation on the draft Sandhurst Neighbourhood Plan between 10 November 2025 and 9 January 2026.
Designation of Sandhurst Town Neighbourhood Area
Sandhurst Town Neighbourhood Area was designated by Bracknell Forest Council on 12 January 2024.
Sandhurst Town Council applied for the designation of a neighbourhood area in November 2023. This followed a change to the extent of the town area in 2023 which meant that an earlier designation ceased to have effect.
More information on the designation, including why a consultation was not needed can be found on our decision details page.

Strategic Environmental Assessment and Habitats Regulation Assessment Screening Determination
In some circumstances, neighbourhood plans may require environmental assessments in line with European obligations. These environmental assessments are a Strategic Environment Assessment (SEA) and Habitats Regulation Assessment Screening Determination (HRA).
Sandhurst Parish Council provided information on the scope of their neighbourhood plan to Bracknell Forest Council to determine whether a SEA or HRA is required. This is known as ‘screening’.
Bracknell Forest Council’s screening decision was subject to a 5-week consultation with Historic England, Natural England and the Environment Agency. The screening determination concluded that the Sandhurst Neighbourhood Plan did not require an SEA or an Appropriate Assessment.
