Submission consultation

The town council submitted its proposed plan to Bracknell Forest Council on 30 March 2026. The council was satisfied that the submitted plan complied with the relevant legal requirements and proceeded with the submission (Regulation 16) consultation.

A 6-week public consultation was held on the plan between Tuesday 19 May and Wednesday 1 July 2026. All written comments received during the consultation period will be sent to the appointed Examiner for consideration.

Pre-submission consultation

Sandhurst Town Council undertook a pre-submission (Regulation 14) consultation on the draft Sandhurst Neighbourhood Plan between 10 November 2025 and 9 January 2026.

Designation of Sandhurst Town Neighbourhood Area

Sandhurst Town Neighbourhood Area was designated by Bracknell Forest Council on 12 January 2024.

Sandhurst Town Council applied for the designation of a neighbourhood area in November 2023. This followed a change to the extent of the town area in 2023 which meant that an earlier designation ceased to have effect.

Strategic Environmental Assessment and Habitats Regulation Assessment Screening Determination

In some circumstances, neighbourhood plans may require environmental assessments in line with European obligations. These environmental assessments are a Strategic Environment Assessment (SEA) and Habitats Regulation Assessment Screening Determination (HRA).

Sandhurst Town Council provided information on the scope of their neighbourhood plan to Bracknell Forest Council to determine whether a SEA or HRA is required. This is known as ‘screening’.

Bracknell Forest Council’s screening decision was subject to a 5-week consultation with Historic England, Natural England and the Environment Agency. The screening determination concluded that the Sandhurst Neighbourhood Plan did not require an SEA or an Appropriate Assessment.
