Joint Minerals and Waste Plan

Bracknell Forest Council, Reading Borough Council, the Royal Borough of Windsor and Maidenhead and Wokingham Borough Council (collectively referred to as the Central and Eastern Berkshire Authorities) have worked in partnership to produce a Joint Minerals and Waste Plan.

The Plan was adopted by:

  • Bracknell Forest Council on 11 January 2023
  • The Royal Borough of Windsor and Maidenhead on 22 November 2022
  • Reading Borough Council on 31 January 2023
  • Wokingham Borough Council on 19 January 2023

On adoption, the plan replaces:

  • Replacement Minerals Local Plan for Berkshire 2001
  • The Waste Local Plan for Berkshire 1998

The plan establishes the future levels of provision required to meet national and regional policy targets and objectives. It sets out a new vision of how this will be achieved and provides details of strategic sites that are proposed to deliver the vision.

  • summer 2017 - ‘Issues and Options’ consultation to gather technical information and confirm the evidence base
  • summer and autumn 2018 - ‘Draft Plan’ consultation which set out the proposed approach
  • summer 2019 - consultation on an additional site (Bray Quarry Extension)
  • various ‘calls for sites’ for minerals and waste uses (spring 2017, autumn 2017, winter 2018, winter 2019 and autumn 2019)
  • spring 2020 - focused consultation on Sand and Gravel Provision and Operator Performance
  • autumn 2020 - consultation on Proposed Submission Plan 
  • February 2021 to October 2022 - examination by independent inspectors appointed by the Secretary of State (Rachael A Bust assisted by Nicholas Palmer) 
  • October 2022 – receipt of Inspectors' Final Report (PDF 2.5MB) including Schedule of Proposed Main Modifications (PDF 4.2MB)
