Comments: Despite the loss of projected income in some services due to 2 academisations in quarter 1, uptake in ad-hoc support has been strong, with several services showing late sales in quarter 3.
Sales of new training courses are promising, demonstrating a demand that exists throughout the local education community for certain services. With courses occurring late in quarter 4, it is too early to judge overall sales of training products to be achieved in the year.

Comments: During quarter 3 members of the human resources team attended a careers event for approximately 600 young people across year groups 9 to 11 (13 to 16 year olds). The council also ran a work experience week, focussed on young people who were care-experienced.

Key developments this quarter include:
- hosting a dedicated work experience week for care leavers in November, coinciding with Care Leavers Month
- expanding job opportunities by making sure care leavers are notified of all council roles below Grade J, with a guaranteed interview for those meeting essential criteria
Work is underway to develop a portal within the Local Offer website, providing care leavers with streamlined access to employment and work experience opportunities. These actions support the council’s commitment to improving employment outcomes and reducing barriers for care leavers.

The joint venture business plan annual review was approved at Cabinet on 23 September 2025.
It is the fourth annual review of the Business Plan for the Bracknell Forest Cambium Partnership (the joint venture partnership).
It represents Year 2 of the 3-year plan between December 2023 to December 2026 setting out planned activities over the course of the next period, up to December 2025.
The purpose of the partnership is to deliver exceptional regeneration and community outcomes across Bracknell, acting as a catalyst for sustainable growth and economic development.

Comments: The Joint Venture (JV) agreement for the demolition of High Street car park has been completed and the appointment of a demolition contractor by the JV is imminent. The commercial occupants of the structure have been relocated.
However, agreement for the demolition of the adjoining bridges is delayed owing to change of ownership of The Lexicon Shopping Centre and this is the reason the RAG status is amber.

Comments: The Property team are currently stretched, and this is having an impact on progress on this activity. Planned cost saving initiatives have already been impacted and the disposals planned for quarter are also now at risk.
A resourcing plan is being developed to highlight the impact. Options to address this will be reviewed and presented to management in the new year with a view to prioritise and streamline activity and review resource requirements going forward.

Comments: Progress has been hampered by unplanned, urgent work within commissioning.
Work is ongoing on the Day Opportunities Commissioning strategy to deliver a better day offer for Bracknell Forest residents. However completion of the strategy by March 2026 is unlikely given current, competing pressures across the team.
The strategy will still be delivered and will be carried over to the 2026 to 2027 service plan.

Comments: The implementation of action plan is progressing. Prioritised actions are being developed by the Bracknell Forest Economic Partnership to support this. Quarterly monitoring and reporting is published on the Bracknell Forest website.
The key metrics in the monitoring report shows that whilst overall there is a positive outlook for Bracknell Forest, there are areas that require focus, including:
- economic performance
- business competitiveness

Comments: In light of the government's refocus towards digital inclusion, the role of the Berkshire Digital Infrastructure group was reviewed during the quarter and it has been agreed that it will be stood down at the end March 2026.
The current Berkshire Digital Adoption Strategy will also be reviewed in the context of the Berkshire Prosperity Board and Berkshire Economic Strategy to identify the future scope, which will include digital inclusion.

Comments: The target of 6 businesses signing up to the Healthy Workforce Programme by the end of March has already been achieved as per indicator 2.4.1.PI (exceeding the quarter 3 forecast of four sign ups by the end of December).
While the programme will not continue beyond December 2025, it is anticipated that participating organisations will continue to prioritise staff health and wellbeing and support peer learning through ongoing collaboration where appropriate.

Comments: The partnership is continuing to develop and a co-chair is currently being sought. The quarterly meeting of the partnership was held in at the council offices in October 2025. A representative from the Bank of England provided an overview of the economic landscape.
There has been further progress made with the 3 priority areas identified by the partnership:
- Grow and attract business: There have been initial meetings held with Reading University and Royal Holloway, University of London (RHUL) to explore and strengthen collaboration between local universities, businesses, and Bracknell Forest Council. A meeting with Surrey University has been arranged for January 2026. A follow up meeting with RHUL has also been arranged for January 2026.
- Procurement to support local growth: A collaboration event with a major local business is being explored. The event is aimed at helping small and medium enterprises access procurement opportunities with large corporate firms and public sector organisations in Bracknell Forest.
- Pride in Bracknell Forest: An initial draft of a promotional site has been developed with the Digital Services team. This is being reviewed before being published on the council website. This aims to showcase Bracknell Forest as a prime business location.
